Understand the process required, service rates and charges, and learn how to sign up for a new water service with ease.
How to Apply
- Do you already have water meter service box on your property? If yes, download the Application for Water Service from our forms page, fill it in completely and proceed to step 2.
- If you do NOT have water meter service box yet, first submit either the Water Clearance Form (Residential) or the Water Clearance Form (Non-residential).
- If you aren’t sure, typically water meters are not yet installed in new developments or ADU/ARU’s. Contact the Department of Water at (808) 245-5400, option 4 if you need assistance.
- Include a copy of a valid photo ID.
- Include one of the following:
- If you are the homeowner, include proof of property ownership (must be signed and dated).
- If you are a renter, include a notarized rental agreement signed by the property owner OR a notarized letter of authorization along with a $210 refundable deposit made by cash or check; payable to Department of Water.
The letter of authorization can be found on page two of the application form.
Rental documents must be notarized. Failure to do so will result in delays to your application being processed.
Notary services are often provided at UPS stores and banks, call your local branch for more information or to schedule.

It is not required to come in to our office to turn on, stop, or transfer water service, applications can be sent via email or postal mail.

FAQs
The deposit serves as a security deposit to guarantee a last bill payment when a tenant moves out or transfers accounts.
One business day notice is required to start a service if all documents are received prior to 3pm. Friday requests are not accommodated until the following Monday, Tuesday if Monday is a holiday; granted all documents are complete.
You should cancel services so that we are able to properly transfer the bill and account contact information to the new customer; and stop billing you for their water usage. Until service is cancelled, you will be responsible for water usage.
For General Name Changes
If you are the owner of the property, complete and submit the application for water service form and include a photo ID and proof of ownership. If you’re a tenant, provide the same info above along with a rental/lease agreement and a $210 deposit by cash or check.
For Name Changes Because of a Death
We require ownership documents or a rental agreement and a $210 tenant deposit, for non-owners applying for service. Complete and submit the application for water service form and include a photo ID and death certificate.
